Secretary of State Marco Rubio laid out a “three-fold process” for Venezuela focused on stabilization, recovery and transition. Rubio also confirmed that the U.S. will sell 30 to 50 million barrels of Venezuelan oil. NBC News’ Monica Alba reports on the plan detailed by Rubio and Defense Secretary Pete Hegseth.
